11. PAL / TAL Guidance

Important 2026 Update
From 1 January 2026, students entering a degree-granting Master’s or doctoral programme at a public DLI are exempt from the PAL/TAL requirement for their study permit application. Quebec continues to have its own provincial requirements.
Other exemptions may also apply depending on the student’s circumstances.
12. Quebec β CAQ Guidance
Students intending to study in Quebec may have additional provincial requirements.
Depending on the programme and circumstances, this can include obtaining a Quebec Acceptance Certificate (CAQ) before proceeding with the federal study permit process.

13. Canada Study Permit Guidance
Most foreign nationals intending to undertake eligible studies in Canada require a study permit.
A study permit is the document issued by Immigration, Refugees and Citizenship Canada that allows eligible foreign nationals to study at Canadian DLIs. The current government study permit application fee is CAD $150.

For applications made on or after 1 September 2025, the published living-expense requirement for one applicant studying outside Quebec is CAD $22,895 for the first year, excluding tuition and transportation. Higher amounts apply when family members accompany the student.

15. Medical Examination Guidance

18. Working While Studying in Canada

During Regular Academic Sessions
